About Strategic Council

The history of the region wherein Pakistan is located goes back to 50,000 BC, known as Indus Valley Cilvilization. The earliest agriculture settlement was discovered in Mehrgarh, dating back to 7000 B.C, a 1000 years before Mesopotamia. The cities of Harappa and Mohnjo-daro at its center lasted from 2600 to 1900 BC as the riches and most civilised era of the time. On independence in August 14th 1947, Pakistan inherited many governance challenges from colonial era, which were well pointed by the founder of the nation Mohammad Ali Jinnah (also known as Quaid-e-Azam) in his constituent assembly speech on 11th August 1947, highlighting multiple internal and external problems for future govts to address.

Early years of Pakistan’s creation unfolded many further challenges which included wars with India, demise of the founding father just one year after its independence, shortage of funds, colonial intervention being a dominion, cold war era bloc politics, delay in the first constitution, inadequate governance machinery and political instability. The failure of subsequent governments to adequately shape an effective Governance Model, along with its key ingredients, resulted in absence of an envisioned pathway, which  impacted adversely in terms of development, national security, economy, and foreign policy.

Strategic Council focuses on the concept of good governance, advocating the implementation of an indigenous governance model developed by academics, researchers and experts of the field. These indigenous models address the true and the key domains where potential gaps are visible including Rule of Law, Institutional Reforms, Economy, National Security, and Foreign Policy. By advocating good governance internally in Pakistan, Strategic Council aims to elaborate Pakistan’s progressive initiative. the natural positive image of the indigenous people of the land and its powerful status among the comity of nations worldwide.

How We Work

As a research institution, we study and analyse comparative good governance models.  We connect and mobilize a network of policy experts and academics who are dedicated to a vision of Good Governance Model in Pakistan. We initiate research and policy debates to increase and amplify their research output, and give them a voice in Islamabad while publishing research and policy material for Responsible Statecraft.

As an action-oriented think-tank we serve as a resource for our research members, grassroots organizations, and emerging leaders on all sides of the political aisle and across the country who are open to our vision and values. We participate in national debates around the country, both by developing compelling messaging and communications strategies and offering alternative policy and legislative ideas that implement our principles of good governance and stronger progressive Pakistan.

Our Mission

To provide a national platform for contemporary and traditional thinkers, strategists and scholars to craft effective ways to evolve statecraft and governance consistent with the standards of Constitution, law, culture, and public policy of The Islamic Repubic of Pakistan, research and recommend positions on issues of national importance, propose ways to strengthen political discourse, and democratic dispensation of prosperity to the masses.

Maqbool Malik

Founding Governor
& CEO

Mr. Maqbool Malik leads democratic activism, policy awareness programs and public diplomacy initiatives through civic organizations and community movements. Actively engaged in research/ studies to craft system reforms, masses empowerment programs and easy democracy dispensation plans. Founding Trustee at SRIC NY, Vice Chairman at PASNY, SVP PAC-USA, Governor at GSGES, Pakistan and more. Frequent involvement in organized case studies in foreign relations, geo-strategy seminars, political/ military analysis forums, tv talk shows, twitter spaces, public and town halls meetings.

Graduated from PMA Kakul, MBA program and courses in international relations from various American universities. A defense and political strategist accredited through an illustrious military career in operations, defense procurement, military industrial trade and diplomatic service. In the second career he excelled in political strategy, policy planning and democratic governance. Entrepreneur/ CEO at CONPAC Inc, since last three decades with expertise in US Defense Trade Control/ Military Exports. On completion of diplomatic tour of duty he was honored with “Revolution Medal” by the Government of Yemen Arab Republic for successful completion of an Armed Forces Modernization Program provided by KSA/USA.

Hafiz Anees Profile Pic

Hafiz Anees

Founding Governor & Addl. CEO

Mr. Hafiz Anees is a UET graduate and post-graduate from US in Mechanical Engineering with vast experience (nearing three decades) in multifaceted engineering management, business development, Innovation, revenue generation and research & development in Pakistan, Middle East and Americas.

Mr. Hafiz has special subject expertise in corporate & political governance, manifesto development, Policy Position papers, foreign policy, Pakistan’s strategic doctrine and the concept of good governance. He is author of Pakistan defence and nuclear doctrine (print & online versions). His upcoming books in 2024 are, “Ingredients of an effective foreign policy” and “The Governance in Pakistan”. Mr. Hafiz has been consistently writing articles in numerous newspapers and is a prominent writer in Defence Journal of Pakistan from around two decades.

Mr. Hafiz’s special area of Interest is IR, Geo-Economics and Geo-Politics, Governance, foreign policy, strategic doctrines and inter-state trade/commercial relations.

Dr. Ahsan RAJPUT

Founding Governor

Dr. Ahsan Rajput (Academic, Jurist & Writer) is a prominent scholar of ‘International Law’, Constitutional Jurisdrudence & International ADR. He is fellow of Lauderpacth Centre of International Law – University of Cambridge, fellow of BIICL-UK, fellow of Chatham House (Royal Institute of International Relations-UK), member of Lincolns Inn, and founding partner of CONSUS Chambers UK.

His career spans over three decades, initially as Investment Manager to couple of largest financial multi-corporations, and later in the field of law, wherein, he is visiting faculty to numerous prominent academic institutions. He is a foreign examiner to a number of universities for their PhD candidates. During his working lifetime he has been founding member of quite a few Non-Profit Organizations. In his capacity as Legal & Legislative Adviser, Dr. Rajput has served State of Pakistan on numerous occasions in last two and a half decades. He has represented in number of International treaty matters of different countries in LCIA, ICC, ICSID etc. 

His areas of interest include Constitutional Jurisprudence, International law, Legislative & Governance Reforms, International Relations and Political Economy.
